Ilang linya itong mula sa isang kanta ng Rivermaya.. na madalas gawing 'tag line' sa mga patalastas ng mga pasilidad ng ospital, mga lugar at kwartong napakagara, at ang 'state of the art technology' na ihinahandog ng mga 'World Class' Hospitals na ngayon ay mahahanap na sa Pilipinas. High-quality at masasabi mong pangmay-kaya o kaya'y pangmayaman! Dahil moderno ang mga ito, hindi na rin napapansin ng iba na hindi lahat ng mga taong gustong mag-'avail' ng mga serbisyo sa naturang ospital ay nakakayanan ang gastusin dito, lalo na ang mga mahihirap at kapus-palad.
Sa usaping mga ganito, "nganga na naman ba tayo?" Kung tutuusin, hindi rin naman nagkukulang ang gobyerno para masabing may mga ospital naman para sa mga mamamayang hindi kakayanin ang mga gastusin sa mamahaling mga ospital. May mga ospital ng bayan namang maaaring magamit ang mga serbisyo sa murang halaga, naibibigay ang mga medikal na pangangailangan ng mga mamamayan, natutugunan ang mga kailangang handang i-'offer' ng institusyon, at napapagaling ang mga may-sakit. Hindi rin maikakailang may mga medikal na pangangailangan din naman ang mga mahihirap na mamamayan na hindi kaya ng kanilang pera. Sa mga pagkakataong ito, hindi na masasabing sapat ang basta na lamang maipasok sa pasilidad ng ospital ang naturang pasyente. May mga ospital din kasing may "NO PAY, NO SERVICE" policy kaya't dapat ay una pa lang, nakahanda na ang bayad mo para sa serbisyong medikal na gusto mong makuha mula sa naturang ospital.
Hindi na rin naman masama, at may ilang ospital sa kasalukuyan na may "PAY LATER" policy kaya't naihahanda ng pasyente at mga kamag-anak nito at ang pambayad sa ospital sa panahong pinagagaling ang pasyente... Ngunit kahit na sabihin nating may mga ospital para sa bayan, ay tila nabibigatan pa rin ang ating mga kababayan sa pasanin ng katotohanang hindi lahat ay nakakaranas ng ginhawang hatid ng mga serbisyong medikal ng mga ospital sa Pilipinas, mapa-mahal man o pangkalahatan sa presyo at pasilidad.

MANILA, Philippines — The Department of Health (DoH) Tuesday welcomed a proposal to convert national hospitals into state-owned corporations to facilitate Private-Public Partnerships (PPP) leading toward improved healthcare.
DoH undersecretary Teodoro Herbosa said the bill is in line with the program of the Aquino administration that allows PPP for better delivery of services.
“We are in support of it because we believe it will improve hospital services, especially among the big ones that we have,” Herbosa said in an interview.
Last week, Sen. Franklin M. Drilon filed Senate Bill 3130 seeking the conversion of government-run hospitals into Government Owned and Controlled Corporations (GOCC).
The bill allows the hospitals to put their money in government bonds and securities and it also allows hospitals to borrow from local and foreign sources for increased subsidy to the poor and other related services.

Makabayan senatorial candidate and Representative Teddy Casiño and Gabriela party-list Representative Luz Ilagan lashed at government for its alleged failure to address the health concerns of Filipinos.
“In the privatization of public hospitals, business and profit win, at the expense of the public who will suffer once again with the increased rates of health services,” Casiño told protesting health workers in Mendiola.

BACOLOD CITY—Negros Occidental Gov. Alfredo Marañon Jr. on Friday said he would oppose bills seeking the privatization of government-owned hospitals as this would deprive the poor access to free hospital services.
“If a bill calls for privatization of hospitals, the people will riot against it and I will lead them,” Marañon said.
Bacolod Mayor Evelio Leonardia also opposed the planned privatization of public hospitals.
The scheme to turn government hospitals into corporations run by the private sector would simply lead to higher fees which would defeat efforts to bring down costs of health services for the poor.
“There are so many poor people who could hardly afford to pay their hospital bills,” he said.
The governor cited the Negros Occidental Comprehensive Health Care Program (NOCHCP) as a model for health care services.
The program, said the governor, had given health coverage to at least 85,000 families or about 425,000 individuals.
From Sept. 18, 2010, to June 30, 2012, he said 15,038 persons covered by the NOCHCP had availed themselves of hospitalization that was estimated to have cost a total of P36.6 million, while outpatients availed of P4.8 million in services for free.
House Bill No. 6069, titled an Act Creating National Government Hospital Corporations authored by Bacolod Rep. Anthony Golez, and Senate Bill No. 3110, or the National Government Hospital Corporate Restructuring Act proposed by Sen. Franklin Drilon, would lead to privatization of hospitals, Bayan Muna Rep. Teddy Casiño had warned.
But in an interview last week, Casiño said the privatization of public hospitals was a “grand disguised privatization scheme” that would enable government to drop its responsibility to provide health care to the people.

Eto ang masasabi ko.. Sa isyung ito, nahahati ang madla. May mga gusto at buong loob na pumapanig, at may mga di-sumasang ayon sat kumukutya rin. Ang layunin ng mga ito'y para maisapribado ang mga ospitals para mas ma-monitor ng mga pribadong sektor ang mga naturang institusyon, at ito ang nilalaban ng mga may akda ng nasabing House Bill at Senate Bill.
Sa panig naman ng mga may-ayaw sa mga ito, ay sa oras na magtuloy-tuloy ang pagsasakatuparan nito, maraming mga tao ang darating pa upang magwelga dahil alam nilang magreresulta lamang ito sa lalong hindi pagiging "abot-kaya" ng mga pasilidad na kakailanganin ng taong bayan. Hindi nagiging praktikal, kahit pa sabihin nating para sa kabutihan ng lahat ang patutunguhan ng malilikom na pera mula sa pagsasapribado ng mga ospital na ito.
Ang akin lang, habang sila'y nagtatalo, ay parami naman nang parami ang mga nangangailangan ng medikal na tulong sa araw-araw.. Kaya't kung para sa mahirap ang isang bagay, ay taos-puso rin akong tutulong upang ito ay mapaunlad. Mas maraming mga isyu ang dapat mas pagtuunan ng pansin.. Kaya't DAPAT.. Una ang MAMAMAYAN!

- and Mayor Hiilarion A. Ramiro, Sr. Regional Training and Teaching Hospital.
Alam kong sa bawat batas na inilulunsad ay may kabutihang pangkalahatan. Nasa tamang reporma ito, mga layunin, mga programa, at sa kooperasyon ng mga mamamayan upang maisakatuparan at magtagumpay ang isang GOAL. Unahin na natin ang kapakanan ng mga mahihirap at ang tulong na magagawa natin kung sakaling dumating na ang panahong maipatupad na ito nang lubusan. Kung may reporma mang magagawa, mas maigi ito.. nang sa ganoo'y ang lahat ay makinabang sa mga hangarin ng isa para sa KALIGTASAN, KALUSUGAN, AT SA PAG-UNLAD ng bansang PILIPINAS.
